Format - Peppol BIS 3.0

Archival – 10+1 years

Cross-border invoicing is permitted with the recipient’s agreement, commonly using the Peppol network as the preferred platform.

Digital signature is not mandatory

Obligation

Electronic invoicing is required for business-to-government (B2G) transactions involving central and federal public administrations.

In the business-to-business (B2B) context, mandatory e-invoicing will be implemented starting January 2026.

Exemptions from e-invoicing:

B2C Transactions: Not mandatory for goods or services intended for private use.

Public Contracts of Low Value: Required for all public contracts exceeding €3,000

Exemptions in B2B:

  • Entities that have declared bankruptcy
  • Businesses exempt from VAT under Article 44
  • Non-resident businesses with no permanent establishment
  • Entities operating under the flat-rate tax scheme (exempt until 1 January 2028)
