E-Invoicing applies to all transaction types, including Business-to-Business (B2B), Business-to-Government (B2G), Government-to-Business (G2B), and Business-to-Consumer (B2C).

Expected timelines

The e-invoicing pilot phase is expected to commence on January 1, 2026.

Here is the expected timeline for e-invoicing in Oman:

1 Jan 2026 – Rollout 1: Pilot Phase
Voluntary adoption by 100 large companies to test and fine-tune the system.

1 Jul 2026 – Rollout 2: Large Taxpayers
Mandatory for large taxpayers (based on turnover), full system in use.

1 Jan 2027 – Rollout 3: All Businesses
Mandatory for all businesses, including SMEs, with a 6-month transition period.

1 Jan 2027 – Rollout 4: Government-to-Business (G2B)
Mandatory for all G2B transactions.
