Features of the electronic invoice in Oman

Tax Authority: Oman Tax Authority (OTA).

Model: PEPPOL 5-corner model

This allows businesses to send invoices through accredited service providers (Access Points) while the OTA monitors the exchange in real-time.

Scope:

The mandate applies to all VAT-registered businesses for all transaction types: B2B (Business-to-Business), B2G (Business-to-Government), G2B, and B2C (Business-to-Consumer).

Language: Invoices must support Arabic and English.

Mandatory Data Requirements

To be valid under the new regulations, an e-invoice must contain specific data points. The OTA has identified 53 mandatory fields, which include:

Seller & Buyer Information

Legal names and addresses of both parties.

VAT Registration Numbers (TRN).

Commercial Registration (CR) numbers.

Transaction Details

Unique Invoice Reference Number (IRN): A system-generated UUID.

Invoice Issue Date & Time: Precise timestamping is required.

QR Code: Required for B2C invoices and simplified B2B invoices to allow for instant verification.

Financial Breakdown

Line-item descriptions, quantities, and unit prices.

Applicable VAT rates (5%, 0%, or Exempt).

Total VAT amount and Total Gross amount in Omani Rial (OMR).

Implementation Roadmap

The rollout is phased by taxpayer size to ensure a smooth transition for the economy.
